Program and Project Manager

<p><strong>Overview</strong></p> <p>We are seeking an experienced Program and Project Manager to lead and deliver complex projects to completion. The ideal candidate will drive project success through effective planning, execution, and stakeholder management and comply with governance framework, including security and resiliency.</p> <p><strong>The Program Manager</strong> will manage the replatforming of a critical application across three key tracks: Infrastructure track for building new technology stacks in the Government Data Centre, Application track for refactoring the application for the new technology environment, and Cybersecurity track for conducting threat risk assessment of the new setup.</p> <p>The role requires strong competency in three critical areas: identifying and mitigating program execution risks, monitoring progress and managing dependencies across tracks, and providing consolidated status updates to stakeholders. Working closely with Project Managers from each track, the Program Manager will gather detailed updates, coordinate cross-track activities, and ensure alignment of deliverables. The Program Manager will be responsible for developing comprehensive risk management strategies, ensuring synchronized delivery across tracks, and driving key decisions through effective stakeholder management.</p> <p><strong>The Project Manager </strong>will manage the project to replatform <span style="text-decoration: underline;">another</span>&nbsp;critical application, taking end-to-end responsibility for its successful delivery. Working closely with Solution Architects, they will design the target architecture aligned with enterprise technology standards, plan necessary application modifications, and develop comprehensive testing and migration strategies. The role involves extensive coordination with infrastructure teams to ensure platform requirements are met and proper implementation of the technical solution. Given the application's critical nature, the Project Manager will establish robust project governance, actively manage risks and dependencies, and provide regular updates to senior stakeholders. They will oversee all aspects of project delivery including timelines, resources, and change management processes. This position requires strong technical understanding, stakeholder management skills, and experience in managing complex system migrations.</p> <p>While the Program Manager and Project Manager are assigned to different applications, there are synergies between their work streams. They will collaborate closely to ensure alignment and consistency in execution approaches while maintaining focus on their primary responsibilities. During periods of extended leave, they will provide coverage for each other's roles, ensuring continuous oversight and progress of both applications.</p> <p><strong>Program Manager</strong></p> <p>&nbsp;</p> <p><strong>Responsibilities</strong></p> <ul> <li>Ensure overall success of a program, by ensuring that program is delivered on time, within budget, meet business requirements and comply with governance framework, including security and resiliency.</li> <li>Manage and monitor plan, program milestones, risk and change management to ensure delivery of the program on schedule, within scope and budget.</li> <li>Plan and manage the scope of the program, its objectives and desired outcomes, and ensure alignment of program to the business outcomes of the Authority.</li> <li>Lead the development of the overall program schedule &amp; activities based on the appropriate methodology including identifying dependency, critical path, milestones and deliverables.</li> <li>Build comprehensive work plan and ensure all team members are on-board with delegated tasks and activities.</li> <li>Conduct regular meetings and provide progress and status reports to stakeholders.</li> <li>Perform stakeholder management, including keeping the relevant stakeholders informed of the program status on a timely and regular basis.</li> <li>Manage processes and procedures covering issue and risk management.</li> <li>Manage the program schedule &amp; lead activities towards the successful closure of the program including Performance Guarantee and Warranty Period</li> <li>Establishing and maintaining quality standards across all projects, ensuring deliverables meet specified requirements and implementing quality control measures.</li> <li>Developing and implementing comprehensive change management plans to support successful adoption of programme outcomes, including training and engagement strategies.</li> </ul> <p>&nbsp;</p> <p><strong>Project Manager</strong></p> <p><strong>Responsibilities</strong></p> <ul> <li>Ensure overall success of a project, or a portfolio of projects, by ensuring that projects are delivered on time, within budget.</li> <li>Manage and monitor project plan, project milestones, risk and change management to ensure delivery of the project on schedule, within scope and budget.</li> <li>Plan and manage the scope of the project, its objectives and desired outcomes, and ensure alignment of project to the business outcomes of the Authority.</li> <li>Plan and lead the overall procurement activities, in particular Tender Specifications compilation, tendering, tender evaluation, recommendation &amp; award.</li> <li>Lead the development of the overall project schedule &amp; activities based on the appropriate methodology including identifying dependency, critical path, milestones and deliverables.</li> <li>Foster strong working relationships across inter cross-functional teams and/or external partners/vendors.
